A proposal is one or more transactions to be executed by the NounsDAO contract. Proposals can range from funding addresses to more complex structures that interact with other contracts.

Below are instructions for Noun owners to send a proposal to the NounsDAO contract.

Proposal to fund a project via transfer of funds

Most NounsDAO proposals revolve around funding teams that build on the Nouns protocol. For this reason, the basic template for a proposal is to send ETH to one or multiple addresses from the NounsDAO treasury. To do so, follow the instructions below:

Head over to nouns.wtf/vote and click on the "Create Proposal" button.
Click the "Add Transaction" button. The "Add a Proposal Transaction" modal should pop up. Follow the steps in the modal as follows:
1. Step 1: Address value is the address of the recipient
2. Step 2: Value is the amount of ETH to be sent to the recipient denominated in ETH
3. Skip step 3 and 4. These steps are required for external contract interactions.
4. Step 5: Review that both address and value are correct. If so, click the "Add Transaction" button.
If your proposal requires multiple transactions, repeat step 2 with each recipient address.
Fill in the proposal title and description. Descriptions accept markdown for formatting and you can use an online editor (eg dillinger.io) to compose and preview.
Submit your proposal by clicking the "Create Proposal" button. The wallet submitting the proposal must hold the minimum threshold of 1% of the total NOUN supply (1 NOUN until Noun #100) to submit.

Note:

Governance proposals occur on-chain and require a transaction. Ethereum transactions require paying a transaction fee, when you submit a proposal you will have to pay the transaction fee. While Nouns' Governance contracts use techniques to reduce the amount of gas required to submit a proposal it may take 400,000+ gas to submit your proposal.

Creating a Proposal from Gnosis Safe

Currently, the UI at nouns.wtf does not support creating proposal if your Noun is controlled by a Gnosis Safe. This guide will help you create a proposal directly through the Gnosis Safe app.

Head over to Gnosis Safe app and click on the "New transaction" button. Make sure you connect as an owner of the safe.

In the pop-up modal, click the "Contract interaction" button.

In the Contract interaction modal, fill in the options as follows:

Contract address: fill in with the NounsDAOProxy contract address

ABI: the above step will auto-populate the ABI, but it's incorrect. You'll need the NounsDAOLogicV1 ABI:

Method: From the drop-down, choose the propose method.
Choose the propose method. The instructions below describe the inputs needed to make a simple ETH send proposal. If your proposal is not a simple ETH send transaction, please reach out to a community member in the Nouns discord server.

<aside> 💡 All the values except description are arrays. Each index in the array represents a single Ethereum transaction you wish to make.

1. targets: ["0xADDRESS"], the address(es_ to send funds to.
2. values: [VALUE_IN_WEI] , the amount of WEI you'd like to send to the above address(es). Use a conversion tool to convert between ETH and wei.
3. signatures: [""], an empty string.
4. calldatas: ["0x"], null bytes.
5. description: the string that will be displayed at nouns.wtf/vote for the rest of the community to understand what your proposal is about.
  1. You'll want to edit your proposal description using markdown. You can use an online editor to do so.
  2. All new line characters must be converted into string literal \\n. To do this you can copy the markdown into a code editor (e.g. vscode, sublime, etc.), use the regex finder to replace \\n with XYZ, then turn off regex finder and replace XYZ with \\n.
  3. The title must be started with a hashtag followed by a space, and the end of the title must be proceeded by a \\n.

Click the "Review" button to go to step 2 of the "Contract interaction" process.
On step 2, please triple-check that are values are correct. Once reviewed, click the "Submit" button.
Your wallet will now prompt you with a signature request. Use your wallet to sign it. Once signed, your proposal will now be available in the transactions queue for the rest of the signer to approve.
